Default G23 Starting problems

I have an older Manta Ray boat I bought off e-bay, it has a mod G23 - not sure what mods have been made!
I had a local hobby shop go thru it - he fired it up in front of me - so I thought I'm good to go - Right...
Well it's been a week now and I still can't get it to even pop.
What is the starting procedure for these engines?
Any help would be greatful - Thanks

Open the throttle about 1/4, flip the carb or stick your finger in there & pull once or twice. It should pop.

Remove the choke or pull your finger out, leave it set at about 1/4 or a real high idle and pull again. Should fire up and run.

Key word "should".

This is how I start a motor (and it always works):

1. Give it full throttle and full choke it.
2. Pull cord until the motor "pops".
3. It will usually stall out if you keep choke on, so take choke off and pull one more time.
4. Toss boat in the water.

Thanks PHCM and Aaronie for your Help.
Question I still have is how does one man do all that? Does one operate the carb and hold down the boat with one hand while the other pulls the cord?
Or do you guys use the radio or is this a two man opperation? Sorry to sound uncomptent - but hey this is a big boat and I wont to operate it safely ect...

Sometimes I do it by myself, but it's easier with 2 people involved.

I do both depending on the situation.

I always set the trim to a high idle and if a buddy is helping, he'll usually do the starting chores. Not many I trust to start my engines because they (mine) seem to flood pretty easily.
