Its possible that its gelcoat if its as thick as you say, thing is if its gelcoat then the hull is made from polyester not epoxy but as Mike says most prather hulls are epoxy. But from your description it does sound like gelcoat, asuming it is then all you need to do is buy some gelcoat the same colour and mix this up with talc to make a filler, most suppliers of the gelcoat will have this kind of talc and its cheap and works well as its easy to sand, there are other things you can mix in but theyre more expensive in my experience and not needed for this. You can also buy ready mixed gelcoat fillers if you prefer,if you want to just fill the hole you can use car body filler then paint over it or add some decals over the damage maybe?.heres the stuff i use here have a look so you know what to look for.

Hey guys you can lay a gelcoated boat with epoxy resin
Not everything epoxy is painted most dont use gelcoat with epoxy cause of weight savings as paint is lighter

Very true thats why you pigment the epoxy resin to do repairs or use epoxy gelcoat to begin with
I have boat that has damage it epoxy hydro marine maritimo cat what a pain to fix i ended getting micro balloon filler mixing it into 2 pac paint seting it off with 2 pac hardener and brush touching the repairs then wet rubbing it but still paranoid other areas going to flake off
