Default K&B 7.5 inboard Help please

I just got a boat with a K&B 7.5 inboard.
It has what I believe is an 81-8905 Red body carb. on it and I can't get it to do anything but idle.
It will idle but if I give it throttle it will either bog, or remain constant, but when I let off the throttle it will rev up and then go back to idle.
Do I need the remote needle valve to get more than an Idle?

Also If I take the engine apart it has a flat disc with what could only be two possible settings inside that controls the intake ( I assume anyway). Should it be set to be fully open at bottom dead center?

Any help you could give would be greatly appreciated!

Sounds like you are not getting enough fuel pressure. With the carb in the ideal postion, the fuel has more of a suction on it. When the carb is open, it lets the air pass more freely, so that there is not as much a valcum on the fuel line. Check that the pressure line is open free flowing. Check the nipple on the pipe also.
Richen the needle between 1/4 and 1/2 turn.
