Inboard or outboard? Are you using pipe pressure? How far is the needle open? Are you sure the needle isn't plugged? Also keep in mind that most boat engines need to be spun with the starter before they'll begin drawing fuel.

Try choking it with a finger tip for a second or two till you see fuel flowing to the carb. Just spinning the enging may not draw fuel or produce enough exhaust pressure to push the fuel either. Just a thought

In addition to what HJ said, put a piece of clean fuel tubing on the carb and try blowing through it. This is a quick way to ensure that it's not plugged, which is a very real possibility if they've been sitting for a while.

Kind of an obvious question but I have to ask. Are the fuel tanks pressurized? The 3.5 should be firing up at 4 turns out but 3-1/2 turns is closer to where it will run better at.
Pull the needles out and shoot some carb cleaner in there to see if while in storage they got gunked up.

On the K&B motors i find sitting, i use the same process on all of them, remove carb and clean fully, use compressed air/other means (i like nitrogen) to blow the fuel circuit out, then while the carb is out, fill the entire motor with nitro fuel and start working the crank back and forth, remove the glow plug and drain fuel, then use starter to spin the motor while introducing fuel, it insures the bearing's and piston have plenty of fuel to clean any old varnish or gunk out.
