OS do make a 21 marine size engine
I guess compare the two on www.towerhobbies.com (compare bore X stroke on your motor and the 21 marine motors) and see if they are the same.
Then if they are, just buy the marine head

There is a way of slightly modifying another manufactures water head (I assume that's what you meant) to fit the same bolt
pattern as the RG. But the RG wasn't ever the strongest of engines and they seem to be disappearing from the scene of they're
previous sellers. You would also have to fit a flywheel and something to turn the prop drive and maybe even a different carb along
with a boat pipe.
I have turned buggy engines into outboard and inboard engines and they are also cheap but still available. The insignificant Thunder
Tiger can be turned into a real contender with the right mods. I use other manufacture's parts in certain areas but the core engine's
are the TT BX-R (O/B) and TT B-R (I/B) respectively. Couple others as well, the NovaPlus buggy and RB728 MT engine.

An old trick is to use copper pipe with heat sink compound to hold it on just wrap it around the head that keep it cool or lok on e bay for a busted engine take the head of of that

I'm sorry, you said O.S.21"VG",, the O.S.VZ-M .21 marine engine water head and button will fit.
The VZ-M "button" would be best for high nitro fuel and the VZ-B "buggy"could handle low nitro.
I have the same engine here that was a candidate for use as an O/B powerhead,
it didn't quite make the grade due to its 12mm crank.
Sorry for the mistake.

Note: the VZ-M and VZ-B head buttons are for Turbo plugs only as far as I know

Thats not a "weird question" at all, I convert these buggy engines due to the lack available "reasonably priced' marine engines.
I was somewhat excited when the 21VG came out cause I had already converted the O.S.30VG-P-X to outboard use and I Loved
It! Why they put a 12mm crank in that engine I'll never know and both have that "BI-Metalic" liner,, not the best for modding either.
Better luck next time

Check the various engine part numbers at [link=http://www.osengines.com/parts/index.html]the OS website[/link] to see what bits are interchangeable with different engines. By doing this I was able to source enough parts to make a marine version from a ducted fan motor.
