Need to make foam inserts for 4" Robart Tires... HELP?

It's pieces of foam rod, used for insulating gaps.

Home Depot sells it. Called "Caulk Saver" because you fill the crack almost all the way with it before finishing off with caulk. At my Depot it comes in 3/8" and 1/2" diameters. Stuff as much of it into the tire as you can and still be able to put the tire back on the rim--end result is a nice firm tire that doesn't get flat spots.
