what's it used for?

What is the smaller of the two cables on the left side of a tiger used for? I'm gonna guess it was for repair or changing tracks. On the same subject, how were the tracks changed from the road to transport. Thanks

The 15m cable was used to change the tracks.
Tracks were changed by hand.
