On the Wild Hare Extra, should the hard points for the ailerons and elevators be drilled at 90 degrees to the center line of the control surface? I read where there is a pilot hole drilled, but I want to make sure of the correct angle.

Yes, that is the correct angle. There are already pilot holes in the hard points, just follow those holes and drill them out to 9/64.

I use a cordless screwdriver instead of a drill, driving a bit with a hex quick-change base. The screwdriver is easier to control and goes nice and slow. It only takes a little bit to drill it to the right size.
