Hi Dave,
When I rev the engine to max the tach says I am doing 9500 immediately, but then the RPM's drift down to about 9200 without touching anything. Is this normal?
After backing the high end off an additional 300 rpm from the peak, the low end idles well at 2000-2100, nice. I am just not sure if the high end should back itself off 300 rpms by itself without touching anything after a few seconds. I am pretty sure the tach is accurate, I think I can hear the engine coming down as well. The valves are adjusted fine as well. Whatcha think?

As the engine heats up you will notice an rpm drop. Prolonged run ups on the ground are not recommended. I would set the needle a couple of clicks back from peak for best flying performance.
Don't worry about it and fly.
