YS140 problem

Hello guys I have my YS 140 that just arrived from usa because it was broke and they fixed, and now it is on my new showtime, but Im havving a problem, when I put the trottle at half the engine start to encrease and decrease the rpm by himself, and then it stops, whats wrong there? do I have to close the low needle valve? or what help!!
