Are we talking old Cox engines? I let WD-40 set for a few minutes, then disassemble and clean with GOOP hand cleaner and hot water. Actually, that's pretty much what I do for all the engines I get that are seized up, except that they would normally get soaked in hot water before disassembly. Avoid harsh chemicals whenever possible!

MEK is the most powerful solvent that I know of, it seems to be able to break anything down. Hoppes gun cleaning solvent is formulated to clean even the funkyest old gun barrels, works well on our stuff, too.
Heat is a powerful tool, also. You will need it to change out old bearings and liners that are stuck to the case. I use a propane torch, some guys use an oven.

Remove the plug and backplate and squirt some fuel in it. Let it sit for a few minutes and try to turn it over with a prop on it. DO NOT FORCE IT. If it is old castor, the fuel will cut it and allow it to turn over. If it is rust, you will need to take further action.

Good news--I got it unstuck. After disassembling and soaking all night in WD40, then
soaking in hot water, then finally in acetone, it was still stuck. I mounted it in the engine stand and GENTLY tapped the piston top with a short dowel almost the size of the cyl bore. It gave way, then I added WD40, mounted the prop and gently rotated it until smooth. now I'll take it apart and clean and oil it.

It's easy. Next time give the wife your credit card and send her to the mall for about 3 or 4 hours. The spray the engine with WD-40 and pop it in the oven for about 1/2 hour. The heat will soften the crud and the WD-40 will work into the moving parts freeing everything up like nobody's business. Vent the smell out of the house, light a few of the wife's girlie candles and she'll never know.
