Therefore this item will not be offered until sometime after the Aug. 12 meeting when those 3 names are officially released.

That is proper and as it should be.

Ok, I got word from Marc and Nathan and they have agreed that somebody with a write-in campaign will be allowed too. But they need to be a legitimate candidate with real support, not just somebody with an issue they want to air in public.

Hope that helps.

I would certainly think that Horrace is a legitimate write-in candidate. He was voted twice to the EC, and one of those was as a write-in. He does have the experience and qualifications.
