Highplains, it is not quite that simple as current in a DC motor is limited primarily by the back EMF, not resistance. Stall that motor out and you will see the amperes jump up very high, probably enough to burn out the brushes if you leave it on but you will not get much if any torque out of the stalled motor. Yes, the power will increase with an increase in voltage but not by the amount you suggested.

The back EMF is why a dc motor self limits it's speed. In a no load situation, the back emf is almost equal to the applied voltage, and the very small difference in voltage is why the current is very low as well. As the load increases, the motor slows, back emf is lower so the motor consumes more current. While there are many factors (whole books are written on the subject) roughly speaking, the power is proportional to the voltage squared.
