My LA series engines are always pretty reliable. Did yours run well before it was put away for the winter?
Assuming that it ran well before, and that you have fresh fuel in the tank, here's what I would do:
Close the high speed needle valve, and then open it up 2 1/2 turns. Put your finger over the carb WITHOUT THE GLOW STARTER ATTACHED, and rotate the prop counter-clockwise until you JUST get fuel to the carb. Apply your glow starter and then hit it with the electric starter or flip stick. Hopefully you have an electric starter.
The only times mine have given me trouble is if they get too much prime and get flooded. If it floods, just dump out the muffler, remove the glow plug, and turn it over without the plug. WATCH YOUR EYES if you are using an electric starter!!! Once it's dried out, it should start right up.
Good luck.

There would only be a few reasons why it is not starting if it was running okay the last time you had it out. Bad glow plug, bad glow plug battery, no fuel in the cylinder. Remove the plug and put it in the battery clip and make sure that you get a good solid orange glow. If you do, reinstall it and check your fuel system. Good Luck, Dave

How old is you fuel ?
Maybe try flusing the carb or the air breed hole on the front of the carb.
Even if you did put after run oil in it...the after run dosn't work it's way into the carb's orifis.
Gunt buid up from dust particles.
You can pour fuel into the exhaust or glow plug hole and let the engine soak for a while to flush the engine.

Many of us hand start them. So long as you can get thru compression, it's turning fast enough.
The key is in priming correctly.
First thing I'd ask is is fuel getting to the carb? It is common for the HS needle to get a bit clogged up with old fuel after sitting a while.
Perhaps you can help us help you. Describe your starting procedure, like:
Disconnect fill and vent lines
fill tank
reconnect fill and vent lines
Throttle wide open
choke with thumb over carb until fuel reaches carb
Throttle high idle
apply glow
apply electric starter/chicken stick
remove glow
tune HS needle
go fly
Are you using electric starter or chicken stick? What do you glow with? Is glow good?
etc.

One thing that comes to my mind is when they lay over for long times often the throttle barrel gets stuck therfore not allowing you to move it to open or closed position. Also due to the residue in carb will not draw fuel. Open throttle all the way squirt few drops of fuel in, close throttle but not fully. It should start by hand, be sure to use a chicken stick. Of course if you have an electric starter use it but only after flipping prop by hand few times to clear out excess fuel in crankcase so as not to create a hydraulic lock.

How old is your fuel ? Even if you cap 1/2 gallon..there's 1/2 gallon of air in the can.lol
Maybe it's just flooded...lol
I've never had to put a finger over the muffuler, if i use a starter. That's what the starter is for.
How wet is the plug...when you can't fire it up ?
What type of glow driver are you using ? Are you coming from the panel
or a portable driver? Maybe it's the plug driver not giving enough heat. it'll light it, but not hot enough.
Is the plug still lighting. That's why i flush engines, so flying particles don't kill the plug.
Even if your carb is clog, if you drop a little bit of fuel in the carb , it should fire and run for a little while
That's how i start my nitro cars , is drop fuel in the carb.
