What is the best way to slot wing ribs for serov wire

Depends on if you are building the plane, already assembled,and the size. I use a hole saw width an extension. Then insert paper tubes.

It really doesn't matter. Ribs are "Shape Holders" and are exposed to very little stress. You can hack them up pretty badly and they will still do their job.
