3 was never released for download to all.
It was on some sets that left the factory recently though.
4 was released instead.
Just a FYI, The 3rd 28X I had in my hands had version 2 software on it way before it was even made available for download.
Fresh Sets coming out of the factory seem to always be loaded with the latest software.

I haven't had a chance to load 4 yet, does anyone know if the voice telemetry now has an option to announce airspeed?

Updates and New Features:
- Bulk model data backup. All model data can be sent to the SD card in one operation, and also restored to the transmitter in one operation.
- Indication of flight mode selection is shown on the throttle and pitch curves.
(also, when multi engine mixing is used, the engine selected is displayed) - Items will now be greyed out when they cannot be selected ? for example, flight mode or analogue position switches if they are not defined.
- The switch select logic (on or off) will be highlighted in red.
- When travel adjust is set over 150%, it will be highlighted in red as a warning.
- An error message will be displayed if an app is added to the home screen which is not able to use on the current model type.
- On curve screens, any trim input switch is indicated on the screen.
- Improvement of battery charge remaining confirmation prior to software updates.
- Addition of French & Spanish languages.
- Trim system: If an analogue trim was being used and is then disabled (under switch select), the current trim values are automatically saved.
- Airplane mode, trim system: The default trim system has been changed to common (rather than set by flight mode).
- To force a fully shutdown, first turn off the transmitter (it will actually be in standby for the next 3 hours). Then briefly press the power button to turn the transmitter on. As soon as the LED turns orange, immediately press the power button again. This will force a full shut down of the transmitter. So the next time it is turned on, it will be a full cold boot.

28X Firmware Update Notes
This latest firmware update (VER.0001-0004) includes our new bulk model backup function. Our next firmware update (scheduled for January 2016) will erase all model data on the transmitter – so now is the perfect time to try out this new function in preparation for updating to VER.0001-0005.

I downloaded it a few days ago, but so far can't get it to install. Yes... I have checked folder location, names, etc. Seems to be missing some files in the root directory once extracted. Only two files there compared to previous version updates.

a customer of me has the same, during updating his transmitter froze, the screen jumped between the JR Propo logo and DMSS text.
It can not switch off with the switch, plugging in the charger for a few seconds will switch off the transmitter
Transmitter is working but don't thrust it this way.
Customer is not happy, little luck winter is starting overhere but the sender will go back for service.

Particularly, by using the analog devices, side sliders center dial, which marked “G” “H” “O””P” to be used with trim system set up on throttle, Hovering throttle, Hovering pitch by changing the flight mode switch it will freeze the whole transmitter immediately and it will face in most danger.
Attention to the distributors, kindly inform this to your dealers or pilots who may be using 28X please.
Kindly stop using this version 0001-0004 immediately.

We have found out that there was a fatal error on 28X firmware version “VER.0001-0004” We request you stop flying immediately with this version of the software.
We have corrected this issue with this version, and here is the new firmware update VER0001-0005. Please install this new version before flying again.

this update did install firmware but it could be the same one, 0001 is most likely firmware and 0005 is software.
Each update may contain up to three components - updates to the Android build version, updates to the control apps, and updates to the CPU firmware.
