No actually there are only two weights on each side the ones set closest to the paddles are not weights but are a collar used to hold the paddles in place Iguess, Thats what it said in the manual any...

you should hover atleast 3 feet off the ground, the heli is unstable any lower than that due to rotor wash, aka the wind from you blades coming back up off the ground and causing turbulance.
