I agree, but on a jet it would lock up and just slide. You'd lose directional control etc. and it would be ineffective. Not to mention that I've never seen a pneumatic or electric nose wheel only...

so what I am saying is that the ECU/GSU operates on whatever the RX power. The higher voltage pack runs the pump and anything internal to the motor.
