You would be far better off drilling through the rod and threading the hole so the screw goes right into the rod itself like pictured below.

Don't forget to include a bearing arrangement to absorb the force trying to push the torque rod up through the top of the fuselage. (Don't ask why I make that caution):)

I have done the same thing myself on a plane as far as the tailwheel. It does work but that torque rod has to be able to handle the stress of both the rudder and wheel the mounting has to be bullet...
