Cheap and easy, and if it works what the heck, right? I've seen dumber things be effective so what's to lose?

If the engine is runnng, turning the prop and moving air can hit the diaphragm port or change speeds inside the snorkel it can still have an impact. That's the problem with the snorkel, all it does...

Cold air definately has an impact on engine performance. Too low of a CHT and the engine can run rough, inconsistently, or fail in flight. Often it's required to reduce the amount of cooling air...
