I agree with Pe. I don't know what it's like obtaining building materials in Namibia but if you can find some small aluminum louvered vents used for attic vents they can be modified to...

You really don't get much air into a cowl, even one as large and open as a Yak or Sukhoi. The diaphragm tube may not be needed at all with the open to the atmosphere plenum under the carb. Worst...
