Do a search on www.google.com and put in "fiberglass over foam". Lots of hits regarding model building
as well as surfboards, cars etc.

You didn't say exactly WHAT you're working on, but if you are simply looking to apply a FG finish to a foam part:

Buy some LIGHTWEIGHT glass cloth. (.5 or .6 oz weight). Get some epoxy finishing resin (Zap Z-Poxy, Bob Smith "finishing resin", etc.).

Cut the FG cloth oversize to fit the part. Apply a THIN coating of epoxy resin to the part to be covered. Try and get only a "film" of glue on the part...not a blanket.

Apply the cloth, and work it to smooth out any wrinkles, etc. Apply a THIN layer of epoxy on TOP of the cloth to fill the weave.

Allow the whole shebang to cure, trim the excess cloth, and sand to remove any squeege marks, burrs, etc from the part.

When you're satisfied that it's smooth enough...you can prime and paint the part.

'Voila!

NOTE!! Do not cheap out and use a polyester boat resin on the foam. It will melt right before your eyes!!!

Epoxy only!!!

You can save yourself a lot of sanding by (after applying the fiberglass as described above) you put a layer of Saran Wrap over the entire part, smooth it out with you hands, and leave it until the epoxy cures. Just be sure to leave absolutely no wrinkles. You will then be able to lift off the Saran Wrap and have an absolutely smooth surface than need little or no sanding.
