Default Low end needle query

Dave,

On the YS 4-strokes, is the low end needle valve considered an air bleed type? It would seem so from the adjustment directions (CW richen, CCW lean), but it certainly doesn't look like a classic air bleed type. If its a fuel metering type, why is the adjustment direction reversed from typical? Just curious here.

It is an airbleed, but works internally rather than externally like you are probably familiar with.
