That is a beautifull model, as already mentioned to Bob, the chop has been done, to repair the damage to the existing fin would only have added weight to the tail, the dry weight of the fuse weighed in at 4.5 lbs, the chopped off fin section weighed in at 2.2 lbs, I think I can rebuild it at 1/3rd of that weight in foam and epoxy and stronger.
I still have my GP fuse to work on and I think I will make it electric, I would like to see an all epoxy fuse, a friend of mine over her in OZ moulds the Anderson Kingfisher, I have had a 1/4 (96 inch) scale and currently have the fuse and wing kit for a 1/5 scale (80 inch) this fuse is a bit bigger than the seawind and would weigh less than 2 lbs, its epoxy, one off the guys I fly with has a 1/5 electric powered which he has just taken over to canada it weighs in at less than 5 lbs from memory.
