Cycling cells refers to what we used to have to do with nickel cells. With LiPos I have not found it to be necessary at all, even after months of storage. Cells should be stored at around 3.8 volts per cell, not fully charged. Some report the second discharge after storage to be stronger, but I have not noticed this. The quote in the OP's first post is simply silly to the extreme.
