The 3/4" dowel is just to line up the wing. I posted earlier that the wing will be held by 4 bolts. 2 at the LE and 2 at the rear spar. That is just there to help me find the bolt holes. Here are a few pictures of my method on a differnet builders 93" Ziroli Corsair.
