If the tail is dropping you are not at the center of gravity. Get the fixed horizontal tail surfaces horizontal.I guarantee your C.G. is aft of where you are placing the balance pivots if the tail drops at all - that is how you tell it's pivoting at the C.G.! It will NOTpivot!</p>
