Default Need help with Badger

This may be off this forum subject but I really need some help and maybe someone out there has used this product before. I had purchased a small bottle of the Badger "Model Flex Liquid Decal Film" from Tower Hobbies in order to preserve and protect some old decals that I have on some of my airplanes. I followed the instructions to: " apply a generous coat of Modelflex Liquid Decal Film to old decals with an artist brush and allow to dry for 15 minutes". This is all that the directions say on how to use this product.
I have done this to the airplane's old decals but when this stuff drys, there is a milky white film all over the decals! What am I doing wrong and is there another solution that I need to prevent this milky white film on the decals?
