there is a milky white film all over the decals! What am I doing wrong and is there another solution that I need to prevent this milky white film on the decals?

This may be the same as "blush" when using dope. Try adding retarder to your Badger "Model Flex Liquid Decal Film", or shoot a clear coat of dope over decals on a none humid day. When shooting dope here in NJ I get blush, I just add retarder to the last coat and all the blush goes away. Brodak sells it:
