Try with the low end rich (as rich as possible, but still reliable idle) and moderate lean on the top end. If this doesn't help, try the opposite. In general, for petrol engines, a rich low end allows you to lean the top end and vice versa. You might also need an hour or two of run time before you can tune out the inconsistent top end.
