RS232 is a protocol, NOT a port.
RS232 is +10 and -10 Volt switching and in serial sending bits.

The PCB is missing two capacitors for the cristal.
The original schematic use a resonator.
If your using a cristal, you have to use allways capacitors.
If your using a resonator, the capacitors are into the resonator.
