Default Decal Troubles

OK, I'm not a beginner but this seemed like the obvious place for help. I've put on a lot of decals, both the water transfer type and the "sticky back" type with ARF's and the later is where I'm having my problems today. I have a GP PT17 Stearman that I've had for about 4-5 years and decided to finish it up. The decals came out of the box and were really wrinkled....the clear layover the color layer. I mixed up some soapy water as recommended, peeled off the backing, put it in the water and then applied. When I atempted to smooth out the decal with a paper towel, the wrinkles just would not go away and when I squeeged with a piece of soft balsa as recommended, the clear coat made spots, good sized spots, where it seperated from the color layer. Would this just be a matter of fact that the decals were too old?? I finally gave up and ordered a new set but I don't want to ruin another set of decals so what would be the suggestions? What did/am I doing wrong??
