Yep, just squirt the Windex on the plane. Lay the decal on the wet spot and make sure it's got enough down so you can move the decal around. Then do as you started. First work out a good portion of the solution with a paper towel. Now check your positioning. You can use balsa as a squeegee, but IMHO the wood is too soft to let you completely get all the solution out. If you have an credit card you can use that, just wrap some paper towel around the working end so it doesn't scratch you decals. I save all the cards that I get when staying in hotels because they make excellent squeegees for this and for applying epoxy. Anyway, slowing work the card along the decal and slowly squeeze the solution out from under it. Sometimes you may have to work it several times until you get. If you get bubbles under the decal lift one edge till it gets to the bubble, put down a little more Windex, and then while keeping the edge up slowly word your card/towel squeegee towards the edge. This will let you work it down with no bubble.
