There a few things that can result in lower rpm, but the most obvious is batteries that cannot maintain voltage under heavy load. You said the batteries are 4000mah, but what C rating?

A few other things that can effect rpm are timing of the ESC, is the throttle end point set so the ESC see 'full throttle'.
