They could find some of them by asking salvage yard companies for their bill of sale of the aircraft in thier yard. IMO the FAA hasn't tried hard enough.
The more I think about it, I just wonder if they are pulling this re-register stunt to find out about the info on people that might own a plane an shouldn't because of their $ situation. I'll bet theres more to this opeation than first meets the eye............
