In the event you had already built the Hog is the reason I recommended the Sullivan tail wheel bracket. Installing the bracket is easy in that you will only have to reinforce the very tail end of the fuse with lite ply or hard wood and attach the bracket. The rudder is then attached to the tail wheel with a "spring" connection. This bracket is easily installed and does not require invasive carving of the fuse or removal of the rudder.

For what it's worth, I have replaced the standard tail wheel "tiller" arrangement with the Sullivan on kits that I built including the Astro Hog.
