Given your limitations, the mini Super Cub by Hobby Zone is hard to beat. It'll be twitchy and a total cork in any wind, but it is a sound design and powered appropriately.

If you can go a week without eating the standard size Super Cub is a much better flyer, especially outside. It's the smallest and cheapest plane that actually has a decent reputation with beginners.
