Kid, tell me who has the final say about who gets on the ballots
The final say as to who is on a ballot is with the Nominating committee. But in order to qualify for District VP you need to be a Leader Member, which is really not all that hard. The application is on the AMA website. Then simply get some friends to nominate you and see how it goes from there. The whole process is laid out in the AMA Bylaws which are found in the Membership Manual also available on the AMA website.
