Nope, none at all. A control line model is tethered to a person on the ground and is not a sUAS according to what the FAA folks have said. Problem solved before it became one.
But of course there is noting said of models controlled by infrared, light, ultrasonic, or other means. And nothing said of free flight.
It says the FAA cannot regulate radio control, except of course unless they decide to write regulations.
So the only thing this says it to make the AMA a CBO. And please regulate our hobby.
They gave it up without a fight!
