I'm thinking that it's supposed to be for Jordan. They have used a cream/brown/green camo and the insignia is almost correct. The bottom stripe on the flag and the center of the roundel should be green (not black). I have seen a few photos where (depending on the sun angle) the green looks pretty dark.
Incidentally, the Royal Jordanian Air Force doesn't have Rafales, they've got F-16's.
