Looking at the record, what it indicates is that HR 658 was before the Committee of the Whole House on the State of the Union, and the committee rose (adjourned) leaving HR 658 as unfinished business. Note that HR 658 has not been amended similar to the Senate bill. The language in the bills is significantly different. In otherwords, the bill isn't dead yet.
