General engine tuning question !HELP!

If "Bogs down" includes recovery and accelleration, you're probably too rich. If it bogs down and dies, then more likely it's too lean.
Quick check: While running at idle, pinch the fuel line. If the engine quits immediately it is too lean, but if it picks up then too rich.
With the engine running at idle, (after peaking the high speed,) adjust the low speed needle to peak in the same manner you do the high speed. Then try accellerating. The engine probably will sag, and if you keep the throttle open it will die. Open the low speed needle a little at a time until it accellerates cleanly.
Recheck the peak on the high speed, and this time set the high needle to the slightly rich point at which you normally fly. Now recheck the low end. It'll probably be OK, but it might need a little tweak.
