Try to richen the low end needle by half a turn at a time to see if this makes a difference. You might also need to lean out the high needle a bit.
Check to see if your fueling set up is right and there are no air links and the fuel tank can take in air freely as the fuel is drawn. You must run the fuel set up similar to a nitro (close to the centre line and no more than 4 - 6 inches of fuel line).
Are you running the engine inverted? If so, try and tune right side up first.
