As for the buyer, sounds like he should be taking a little initiative.
As for Paypal, I dont keep any money in there, I put purchases on a card so I get protection from them AND Visa (who can be very agressive in persuing money) and funds received are immediately transfered out. That said, I've never had an issue with them.
