It's quite normal. If the axle isn't moving too then the wobble is in the bearing/bushing/housing wear. If the axle is moving then some of it is in the other pivots. Your slight wobblw when spinning is probably how the tire is glued onto the wheel and to tell you'd have to check wheel runout. No wheel runout means it is all in the tire. If it gets real bad at high speed then there's also a balance problem.

The tolerances on these little cars are wide compared to precision vehicles like cars/trucks that we ride in.
