Some times the inlet needle valve gets stuck shut. This is a rubber tipped valve that lets fuel go from one side of the carb to the other side and out the jets. Its spring loaded in the closed position. A diaphragm actuates the valve. There's a lever that actuates the up and down motion of the valve via the diaphragm.
Take the carb cover off opposite the filter side and make sure the valve is unstuck.
While your at it just excersise the diaphragms (both sides) by flexing them back and forth a few times.
