In some cases you wouldn't want the paint to dry completely between coats. Depends on the paint you're spraying.
Agreed. Didn't say to let it dry completely between coats. I said to let it get "completely cured to a point where you are ready to apply the next coat." and "time to cure between different coatings.".

It's all good.
