the old E-Maxx's with the orange ESC's (they were Traxxas' own EVX's, not Novak's) you could run a max of 14.8v meaning dual 7.2v packs, but on the new ones with the blue ESC (EVX2) you can run up to 16.8v, or dual 8.4v packs. and the top speed of the new one should be around 25mph stock like said, but that can vary by gearing.
