It sounds as though the engine hasn't been broken-in as yet. No engine will idle perfectly out of the box from sample to sample. The fact that the engine quits at high speed when the glow driver is disconnected is another hint that all is not as it should be. Not being broken-in could be the problem, as long as the previous owner did not take it apart and then reassemble it improperly.

Your fuel and glow plug should be fine. Check the glow plug in another engine, just to be sure.
