My apologies, never knew AMA didn't have the authority to issue a license, but how about a permit?

The idea is because of recent years of turbine operations have been largely safe.  With time and experience, the safety standards from users and manufacturers will only be on the rise, wouldn't it make sense for AMA to restate that turbine are allowed, but would require a permit to operate?
